available in the top left-hand corner of the page. Links to administrative areas of the site are available at the bottom of each page.

Local navigation should be presented consistently.
On secondary pages of the site, the user's current location is indicated by an open square icon, links to "sibling" pages by filled squares, and links
to "parent" pages by backward-facing arrows. The link to the utility page "print version" is represented by a graphic icon. This treatment is consistent throughout the site.
